This unfortunately leads to some confusion because he's not entirely sure what everyone is saying. Theodore gets restricted to his dock for a misunderstanding, but later he leaves to help the other tugs. He fears what the Dispatcher will say to him, but, in the end, he learns that everyone makes mistakes, even the Dispatcher.
